City sets up agreements for Fourth Street construction

HURON In three actions, the Huron City Commission on Monday night set forth agreements with Spencer Quarries regarding the construction of Fourth Street east of the Third Street Bridge.

The agreements transfers parcels of property that is currently owned by the City of Huron and by Spencer Quarries as part of the construction project as well as sets up a construction easement while the road is being constructed. All three motions were approved unanimously.

The meeting began with a public forum comment from Parks & Recreation Director Chad Schroder that the city will be spraying for mosquitos citywide on Tuesday. This is the second such spray in the city so far in 2024.

A lease with CommNet Cellular Inc/Verizon was approved for installation and construction of a cell phone tower.

City inspector Chad Newman presented an intergovernmental agreement to provide inspection services with the town of Cavour.

Newman stated that the service outline will be similar to the existing agreement between Huron and Wolsey for the same services.

Commissioner Rich Bragg spoke on the city watering schedule that requires those who have an odd-numbered address to water on Sunday, Tuesday, Thursday, and Saturday while even numbers can utilize Sunday, Monday, Wednesday, and Friday. No watering is to be done between 10 a.m. and 5 p.m. on any day, though hand watering of flowers and garden items is still permitted.

Commissioners also:
– Approved eight raffles proposed by the South Dakota Central Chapter of Credit Unions throughout Huron on various dates through April 15, 2025.
– Set June 17 as the public hearing date to consider a retail on-off sale malt beverage and South Dakota farm wine license for El Capitan Jarocho at 107 Lincoln Ave. SW.
– Rescinded the employment offer of Sidney Arua for a Solid Waste Maintenance I position.
– Approved a wage increase for police officer David Syverson for completing S.T.O.R.M. de-escalation instructor training.
– Changed the classification of Kaden Nelson-Hare, 911 Telecommunicator, to full-time status upon completion of 1040-hour probationary period.
– Approved six seasonal hirings and one spelling correction on a previous hire for Parks & Recreation and Splash Central.
– Approved the first reading of Ordinance 2259-15-25 regarding street names. Second reading is set for June 10.
– Approved the first reading of Ordinance 2261-23-414 regarding manufactured modular and mobile homes to adjust to changed regulations and set second reading for June 17.
– Approved updates to the City of Huron safety manual.

The commission held a work session regarding unpaid infrastructure trunk line fees within the community. A resolution will be put forth at the next meeting.
