City promotes cleanup plans

HURON One item of concern from residents who attended Huron Rising 2.0 in late February was the look of the town.

Multiple residents expressed that yards and lawns around the community needed to be spruced up, and ideas were presented on how to encourage city residents to participate in a city-wide effort to improve the overall look of the town.

To that end, Huron City Commissioner Drew Weinreis announced in a work session Monday evening a city-wide cleanup that will take place at four locations throughout the city during July and August. Flyers and materials have been published on the cleanup, leading to multiple questions directed to the Huron Solid Waste Department about what can be brought to the drop-off sites.

The satellite sites for rubble drop-off have been set for the four weeks of the cleanup effort. Each site will have bins for general rubble, such as furniture or small lumber, metal, including non-freon appliances and furniture, and household items, such as small electronics, vacuums, and microwaves.

Residents will need to bring something to prove residency within the city of Huron, whether their monthly water bill or a drivers license with a Huron resident address. The hours for the satellite locations will be from 12 to 4 p.m. on Tuesdays and 12 to 8 p.m. on Wednesdays for each location.

The satellite drop-off locations will be the Parks & Recreation Shop, located at 212 Frank Ave. SE, on July 16-17, the former Souled Out Center at 775 Dakota Ave. N. on July 23-24, the South Water Tower at the intersection of 22nd St. SE and Frank Ave. on July 30 and 31, and the midway of the South Dakota State Fairgrounds on August 13 and August 14.

While residents will be able to bring rubble items to the satellite collection spots, regularly excluded rubble items will still be excluded at the drop-off satellite spots. Those would include items such as yard waste, trees, garbage, tires, car batteries, and appliances with freon. Those items have an additional charge required with the Solid Waste Department for disposal, so they are not eligible for the free drop-off sites.

The Solid Waste Department rubble site will be open on the days of the cleanup, but it will have regular hours from 8 a.m. to 3:45 p.m. each day.

Tie-in with United Way Day of Caring
The Heartland United Way Day of Caring will take place on Tuesday, August 13, throughout Huron. Multiple project will be underway to beautify the community, but one of them will be tied in to the city-wide cleanup efforts.

On August 13, residents will be able to place items out to the curb for pickup by volunteers for the Day of Caring to haul away rubble. This will require the residents to sign up with the city planning office at 605-353-8512 by August 9 to be on the list for pickup that day as city volunteer crews will not be driving each street and ally in town, only picking up from those residents who signed up ahead of time.

The same items that are encouraged for disposal as part of the rest of the cleanup will be accepted during the Day of Caring as well.

Not just available now
The four satellite locations provided during the cleanup will allow for residents to have an easy drop-off location for general rubble as reconstruction of 4th Street SE reaches the point of closing down the road to those attempting to access the yard waste dump site or the rubble site from the West.

People will just have to take a different route to get here, Solid Waste Department Superintendent Dale Fortin stated, explaining that access to both the yard waste site and rubble site will be available from the East off Custer Ave. Theyre going to shut off that road (4th Street) at some point soon, and we want to make sure residents know where they can drop.

As part of the cleanup efforts, yard waste will likely be a result, but Fortin explained that yard waste and regular refuse would both need to be disposed in weekly bins. Additional yard waste can be brought up to the yard waste site at no charge for residents, though Fortin noted that as construction continues on the new Solid Waste facility, the yard waste site will transition to utilizing a scanner that requires a drivers license to enter.

He also expressed that the department works with individuals throughout the year who need to make multiple trips in a month to the rubble site due to something like cleaning out the home of a recently-deceased parent. However, the city-wide cleanup and the rubble site are paid for by residents, so utilizing the site for commercial customers and non-residential customers will require a fee.

Residents are encouraged to assist neighbors with transport and cleanup as part of the project. The goal is to get the city looking good for the South Dakota State Fair, which opens August 28.
