HURON The Huron City Commission and those in attendance at the meeting Monday evening heard an update on the Dakota Ave. project from city engineer Brett Runge.
Runge explained that the water and sewer has been installed from Market St. to 7th St. S. as has the sidewalk. He also explained that colored concrete has been installed through Fourth St., and that should be to Fifth St. by the end of the week.
Engineer Runge explained that the state will make sure a concrete base is present for all areas of the streetscape, but that in planters and monument areas, there may be a filler for the winter as the concrete base is four inches from the surface and the city and state want to avoid a potential tripping hazard. The installation of the planters, bike racks, benches, and monuments will take place Spring 2025.
Trees will be planted between 5th St. and 7th St. by the end of the week and the road will be opened for use through 9th St. by Thanksgiving.
The final object that Runge mentioned was the street lights and street signals along the route. The lights will be delivered by the end of the month and will be installed immediately upon receipt. The traffic signals, however, will not arrive until winter. South Dakota Department of Transportation is looking at potential temporary traffic signals.
Runge expects to give a full summary of the first year of the project in December in a work session.
Before he spoke on the Dakota Ave. project, Runge spoke to seven bid items that were approved for a total expenditure of $1,652,636.59. All were approved.
Among the pay requests and change orders that were approved were a $182,847.60 payment to Sentry LLC for the salt storage shed, $301,899.78 to North Star Logistics LLC for work on the new solid waste facility, $233,054.96 for sewer main lining to HK Solutions, $405,945.99 to Menning Excavating Inc. for water main replacement, and to BX Civil & Construction for $524,880.25 for Dakota Ave. work.
Two change orders, one for a net reduction and one for additional costs, totaled $4,008.01.
Before the action items on the agenda, City Water & Sewer Superintendant Rob Rieger informed the commission of a letter that he sent out last week informing residents with known lead service lines. He also noted that 1,400 homes had “unknown” service line materials, so those homes also received a letter. The letter gives the home owner instructions on verifying the type of service line on the property for future statewide counts.
A plat filed by Mary Brink for land on the South end of Vantage Business Park to separate the house from additional property for purpose of sale was approved.
Fire Chief Ron Hines presented the 2024 FEMA AGF program to the commission, with the intent of purchasing a ladder truck if approved. He was approved to pursue the grant and file all appropriate paperwork.

Approved a special event on-sale alcoholic beverage license filed by Top Floor Events for a Chamber Mixer on Dec. 10, at Stoney Brook Suites.
Recognized the full-time status of Police Officers Pywe Moo and Rebekah Htoo for completion of their 1040-hour probationary period.
Accepted the voluntary resignation of part-time library clerk Kimberly White, effective Nov. 23.
Approved the hire of Mary Dooley as part-time year-round library clerk at $12.88 per hour, effective Dec. 2.
Commissioner Rich Bragg explained two items relating to the Solid Waste Department. Bragg explained that yard waste pickup will occur this Wednesday, citywide regardless of normal trash and recycling pickup day, and then one more time on Dec. 4. That will bring an end to yard waste collection due to the potential of freezing in the bins as weather gets colder.
Bragg also announced that the solid waste rubble site will be closed Thursday through Saturday next week to observe Thanksgiving. Those with Thursday or Friday pickup days for trash and recycling should have their bins ready on Wednesday.
The city offices will also be closed Thursday and Friday due to Thanksgiving.
Commissioners adjourned the regular meeting and ended the night in executive session.
