HURON Huron city attorney Aaron Scheibe reviewed open meeting statutes with the Huron City Commission during the regular meeting on Monday evening.
Scheibe recognized that the Huron commission does very well meeting state statutes as far as public notice, printing legals, and utilizing executive session only for legal purposes. The review is prompted by legislation passed last legislative session in Pierre to ensure state, county, and municipal bodies adhere to the same standards in their meetings.
The meeting opened with a pair of proclamations from Mayor Mark Robish. The first proclamation recognized September as National Senior Center month by thanking Senior Center board members present in the audience.
Mayor Robish then read a proclamation to declare Sept. 8, 2025, as Anyla Sporrer Day in Huron in recognition of the retirement of Sporrer after more than 25 years with Peoples Transit in Huron.
Newly-appointed District 22 Senator Brandon Wipf introduced himself to the commission and gave some of his background that brought him to the appointment to the legislative seat by Gov. Larry Rhoden when previous District 22 Senator David Wheeler resigned his seat to take a circuit judge position.
Commissioner Rhonda Kludt closed public forum by reminding the public to attend the Chamber Mixer on Tuesday evening at the Huron Public Library.
Commissioners approved a pay request of $34,250 to Amusement Restoration Companies, LLC, for restoration work on the green waterslide and work on the water feature at Splash Central. This is the final payment for the project.
City Finance Director Paullyn Carey then reviewed the 2026 city budget with commissioners for approval. The first reading of the budget was approved, and the second reading was set for Sept. 29.
Commissioners also:
– Accepted the voluntary retirement of Mark Luckhurst, Water-Sewer Treatment I, effective Sept. 19. Luckhurst was recognized for 17 years working for the city.
– Approved posting internally and advertising for a Water-Sewer Treatment Uncertified position.
– Approved a wage correction for Isabel Gilbert, seasonal lifeguard.
– Approved the seasonal employment of Braylynn Hood for Central Park Maintenance.
– Set Sept. 15 as the public hearing date to consider a street vacation petition filed by HMMI.
The commission closed the meeting with an executive session on contractual matters and two work sessions, the first on the citys take-home vehicle policy and the second on the 2026 budget.
