City approves potential site for Head Start program

HURON — A brief Huron City Commission meeting Monday evening could lead to a new home for the Head Start program in Huron after a variance was approved during the meeting.

The variance was filed by Curt Kempf to build a 50-by-100-foot building at 500 Second St. N.E. The purpose of the building is to house a preschool program, potentially the Head Start program as it is moving from its current location. The zoning for the area did not permit school use.

City planner Barry Cranston stated that the hearing examiner was enthusiastic in approval for the program. Kempf explained that the building will have a turn-around area for busing, so no children will ever be let out on the street. There would be a “play area” field adjoining the building as well as the presence of Ravine Lake across the street, allowing for programming options.

The commission voted in favor of the variance unanimously.

City engineer Brett Runge presented the final bills for the 3rd Street Dam project. The first was a change order for a net increase of $3,337.75 and the second was a final payment request for Top Grade Concrete LLC for $83,526.93. This was approved.

The second reading of the city’s cannabis establishments license ordinance was approved by a 4-1 margin. Resolution 2021-05 was also approved by the same margin, setting up the fees for licensing at  $1,000 for a conditional use permit, $5,000 for an initial license, $5,000 for an annual renewal, $250 for a transfer of location, $250 for a transfer of ownership, and $7,500 for reinstatement of a suspended/revoked license.

These fees are outside the state licensing fees, which would also need to be paid for any cannabis business operating in the city or joint jurisdictional area.

The commissioners also approved an agreement with First District Association of Local Governments to provide an online mapping application for the new dispatch units in the dispatch center.

Human Resources Director Nathan Hofer presented that the Memorandum of Understanding with the Fraternal Order of Police Huron Lodge No. 3A was unchanged for 2022. This was approved to be signed.

Commissioners also accepted the resignation of Nancy Balvin from the Huron Housing and Redevelopment Board. Balvin had given the board 31 years of service, which the commission thanked her for doing. Amy Albrecht was appointed to serve the remainder of Balvin’s term.
