City approves variance for dog obedience business

HURON — Variances for a garage and a dog obedience business and boarding facility were approved by the City Commission on Monday.
Sitting as the board of adjustment, members voted in favor of Jim Reimer’s request to build a garage at 222 Ninth St. S.E. where code requires a principal building or dwelling unit in the one-family residential zone.
Also approved was a variance filed by Sue Galliger and Suez Essentials in Obedience to operate a dog obedience business and boarding facility at 757 Michigan Ave. S.W.
Code does not allow the use as a permitted home occupation in a one-family residential district.
Galliger said she runs primarily a dog obedience business and that it is done at the homes of her clients or through classes on the state fairgrounds.
She had been told she didn’t need a kennel license since the dogs are transient, but she has obtained one, anyway. A waste disposal plan will be put into effect, and she will fence the back yard within 90 days.
Galliger said she will have no more than four dogs at any one time. Her goal is to build a facility elsewhere as her business grows, she said.
She said she will have her clients sign a form agreeing to come and get their dogs if they are barking too much. She has a security camera that alerts her if the dogs are barking and she said she can talk to them to try to quiet them.

Meanwhile, commissioners announced that the solid waste department rubble site will be closed Saturday and Monday in observance of Memorial Day weekend.
The Monday garbage, recycling and yard waste routes will be collected Wednesday, May 30. Containers should be set out at the collection points Tuesday night as trucks will not be rerouted.
Commissioners will not meet on Monday due to the holiday.
Solid Waste Superintendent Dale Fortin told commissioners that nearly 79 tons of materials were brought to the rubble site during the recent clean up weekend in the city.
In other business, commissioners:
• Accepted the resignation of Debbie Holmes Stockstill from the parks and recreation board.
• Accepted the retirement resignation of Volunteer Fire Chief Howard Alter after 38 years of service to the city.
• Accepted the resignation of 911 telecommunicator Tony Grace.
• Promoted police officer Mark Brueggeman to partol sergeant.
• Approved requests for alcoholic beverage consumption in a public area from Tamara Pickering for a memorial service Saturday at Memorial Park south shelter and Shirley Apley for an adult murder mystery dinner June 22-23 at the public library.
• Authorized advertising for bids for sludge drying bed improvements and set the bid-opening date for June 11.
• Approved renewal of malt beverage and South Dakota farm wine licenses for 2018-2019.
• Approved a special event on-sale alcoholic beverage license filed by the Scoreboard Bar and Grill for June 8-9 during the street dance within the blocked-off area of Third Street Southeast, between Dakota and Kansas avenues.
• Proclaimed June 3-9 as Jobs Daughters Week and June as General Aviation Appreciation Month.
