City approves variance request

HURON — A variance request filed by Moeding Carpentry to allow for a lot at the northeast corner of Redfield Avenue and First Street Northeast in Morningside to be less than the five-acre minimum has been approved by the City Commission.
The variance will also allow a concrete construction business on the property because it is not a permitted use in the general business district.
The 1.5-acre lot is too small for a septic tank and drain field to work properly and the property is outside city limits.
But sewer service will not be needed because the potential buyer doesn’t intend to have a restroom. Contractor Russ Root plans to build a shop that is used for cold storage only.
The only condition for the variance is to require the use of a septic holding tank if a restroom is added in the future.
Commissioners also approved a plat for the property.
Meanwhile, commissioners approved a request from Greater Huron Development Corporation to rescind a resolution adopted in June 2016 to provide a quit claim to convey a lot in the Broadland Creek Industrial Park to GHDC.
The development corporation at the time was planning to convey the property to a potential buyer for a building project.

However, the transaction never transpired and GHDC Executive Vice President Barry Cranston said in a memo to the commission that it is unlikely that the project will move forward in the foreseeable future.
By rescinding the action, the city is accepting the property back.
Commissioners also:
• Reduced nuisance assessments against the property at 565 Frank Ave. S.E. by $9,472.60 for a total of $2,967.79 contingent on it selling.
The property has had assessments from 1997 through 2014 and will be taken for taxes by Beadle County.
• Hired Tony Grace as a 911 telecommunicator.
• Approved the regular full-time status of Bonnie Geyer, administrative assistant in the parks and recreation department, on completion of her probationary period.
• Set Oct. 30 as the hearing date for a special event on-sale alcoholic beverage license filed by the James Valley Shrine Club for Jan. 20 at the Campus Center.
• Approved special event on-sale alcoholic beverage licenses filed by the State Fair for wedding receptions Oct. 21-22 and Nov. 24-25 at the Nordby Exhibit Hall.
• Proclaimed October as National Chiropractic Health Month.
• Approved a $35,283 change order and payment request in the same amount for Dahme Construction of Aberdeen for the water main replacement project.
• Approved a $36,221 change order and a $279,336 final payment for Wright & Sudlow Inc. of Aberdeen for concrete replacement work.
• Renewed the annual joint funding agreement with the U.S. Geological Survey for the stream flow gauging station on the James River at Redfield. The gauge gives the city of Huron a day’s warning of heavy flows in the river.
• Renewed the lease agreement with Reclaimed Church for rooms at the Campus Center.
• Renewed the lease agreement with Wilbur-Ellis Co. LLC for three office rooms at the Fine Arts Center.
• Approved a plat for Graff Outlots 1-4 at the request of Jarrid and Alicia Graff. The lots, in the area of 27th Street Northeast and Highway 37, are being sold for home construction.­
