City approves variance to build shed in Morningside Village

HURON — City commissioners have approved a variance to allow Jody Ramon, 83 Aberdeen Ave. N.E. in Morningside Village, to build a 50-by-80-foot shed.
Commissioners, acting as the board of adjustment on Monday, adopted recommendations from the joint planning commission that there be a five-foot setback from the alley lot line if there are no garage doors and a 20-foot setback if there are doors.
There must also be a three-foot setback from the side property line. Also, the city is requiring the applicant to have the lots surveyed to determine where the alley property line is before the building permit will be issued.
The alley is not developed and is a grassy area that is not graded or graveled, but is still passable, City Planner Ralph Borkowski said.
While water drainage issues were not raised at last week’s planning commission meeting, neighbor Kelly Rogers said she is concerned about it because Morningside has problems with drainage.
Morningside Village uses road ditches and culverts with mixed success.
Ramon will also have to have approval from Beadle County commissioners on her variance application.

Commissioners also:
• Approved a request from B and G Group LLC for Jefferson Village, the 40-unit senior housing apartment complex being constructed this year in Southtown, to release a drainage and utility easement. The project is being built by G.A. Haan Development of Harbor Springs, Mich.
Borkowski said releasing the easement so the apartment complex can be built over it will not cause a problem because the builder can direct storm water east toward Idaho Avenue Southeast or west to two storm water retention ponds being constructed.
• Approved a plat filed by American Bank & Trust for Fuchs Outlot B, located one-half mile north of James Valley Christian School on Highway 37 across from the Huron Country Club.
The owner is seeking the plat in order to sell off about 90 acres.
• Approved a plat filed by Georgia Sutten-Williams for Williams Lot 1, located just west of town on Ninth Street Southwest near soccer and softball fields. The owner is subdividing a parcel next to a new house in order to sell the parcel.
• Approved a plat filed by Busch Properties Inc. so that a duplex on 22nd Street Southwest can be sold as two separate units.
• Accepted the voluntary resignation from Jared Haak as a volunteer firefighter.
• Approved the hiring of Hunter Eggert as a volunteer firefighter.
• Approved a $28,955 progress payment to Dakota Constructors of Harrisburg for crushing of stockpiled concrete and asphalt.
• Approved change orders and progress payments for Asphalt Paving & Materials Co. of Huron for street milling and paving work.
One request is for a change order of $26,929 and a payment of $62,188 and the other is for a change order of $29,704 and a payment of $347,661.
• Approved requests for alcoholic beverage consumption in a public area from Nichole Wenz for a retirement party on Saturday at the Campus Center and from Nydia Miller for a birthday party on July 22 at the Campus Center.
