City approves variances

HURON — Variances to allow the construction of a multiple-use rental business and an addition to a long-time business, as well as a request for a conditional use permit for a communications tower, were approved by the City Commission, sitting as the board of adjustment, on Monday.
Fieldstone Group LLC requested a variance for a project at 1199 and 1229 Dakota Ave. N. to build a multiple-use rental business to include commercial uses or cold storage, with units for rent or for purchase.
The minimum front yard and lot width requirements were waived.
Steve Gohn and Sherman Gose own 1199 Dakota Ave. N. and have a purchase agreement for 1229 Dakota Ave. N.
Commissioners approved a variance request filed by Stuart Fonder to construct an addition to the south of the laundry business at 378 Third St. S.W.
The addition will be in line with the west side of the existing building, which has a zero-foot setback.
Fonder has plans to eventually re-open the car wash, but plans to use one of the stalls for storage.
Dakotaland Federal Credit Union’s request for a conditional use permit to construct a free-standing communications tower at its newest location under construction at 2297 Kansas Ave. S.E. was approved by the board.
Commissioners also:

• Announced that the solid waste department will be closed Thursday for the Thanksgiving Day holiday. The Thursday garbage and recycling collections routes will be done on Wednesday.
The rubble site will be closed on Saturday for the holiday weekend.
• Approved the regular full-time status of Officer Phillip VanDiepen on completion of his probationary period.
• Approved the resignation of volunteer firefighter Randy Tounsley.
• Hired Alexa D’Acunto to fill a police officer position, and approved the internal posting for a patrol sergeant.
• Approved a special event on-sale alcoholic beverage license filed by Top Floor Events for a chamber mixer on Dec. 12 at City Hall.
• Approved a raffle request for Holy Trinity Catholic School.
• Renewed the golf professional contract with Jim Bigelow for 2018.
• Approved a change order for ASTECH of St. Cloud, Minn., that reduces the payment amount for asphalt concrete crack sealing by $17,995. Work on sanitary sewer main lining on Third Street by another contractor prevented ASTECH from doing its work, so it will be done next year.
Commissioners also approved a final payment of $46,924 to ASTECH.
• Approved a $13,259 change order and final payment of $155,966 for Midland Contracting of Huron for 24th Street Southeast street grading, underground work and curb and gutter.
The change order reflects extra work that was required due to a soft spot that showed up during the project that needed to be repaired with more excavation and fabric.
Assistant City Engineer Dennis Bennett said the extra materials were also needed to service the lots on the south side of 24th Street Southeast that the city hopes to sell.
Had the work not been done now, the new street would have to be dug up next year, he said.
• Approved 2018 liquor and wine licenses subject to a list of deficiencies identified by Fire Chief Ron Hines and Building Official Chris Newman being corrected by the business owners.
Those items are primarily minor things like emergency and exit lights and fire extinguishers.
