HURON — Mayor Gary Harrington opened Monday’s Huron City Commission meeting with a proclamation naming Wednesday as Rozella Glanzer Day in honor of Glanzer’s 100th birthday.

In the proclamation, Harrington noted that Glanzer taught in Clark and then in multiple spots in Huron districts, totaling more than 70 years in education, continuing to volunteer in the classroom until she was 93. The proclamation noted Glanzer’s interest in reading the daily newspaper to keep up on those who she taught years ago to this day.

“I spent 50 years teaching in Huron,” Glanzer said as she posed for pictures. “I had good principals and really good students.”

The commission then adjourned to convene as the board of adjustment to consider a variance request from Eh Shee, address of 39588 US Hwy 14. Shee filed a request to build a church on property that did not meet the minimum acreage requirement for water and sewer in joint jurisdictional area. The proposed building will be 50 feet by 150 feet.

The commission reviewed the recommendations of the planning committee, including testing to ensure that a septic tank and drain field will work properly, ensuring that the parking is graveled and that the approach is suitable for the traffic. The commission also recommended to tie the lot where the contractor places the drain field and septic system within the five lots on the property to the lot of the building so the church building and water/sewer services are put together were a future sale of the property to happen.

With those recommendations, the variance was passed.

Assistant city engineer Dennis Bennett presented to the commission a request to bid on bituminous road oil. The bid opening was set for April 4 at 2 p.m. and was approved.

Bennett also presented a proposed amendment from Burns & McDonnell Engineering Company, Inc. to provide additional design of an in-floor radiant heat system for the proposed solid waste facility. Commissioner Rich Bragg further explained that this was to ensure that a bid was in place when the whole facility bid is put together for the heating options that could potentially be used.

This was approved.

The second reading of Ordinance No. 2250-11-18 to expand the Parks & Recreation Board quorum from three to four and to reduce the term for board members from five to three years was approved unanimously with no public comment for or against the ordinance reported.

• Approved an application for abatement and/or refund of property taxes for 670 Lincoln Ave.
• Accepted the resignation of Jeremy Jungemann from the Engineering Technician position effective March 31.
• Accepted the resignation of Nathan Hofer from the Human Resource Manager position effective May 5.
• Accepted the resignation of Kristina Perry from the Scale Operator position for the Solid Waste Department effective May 1.
• Approved opening and advertising for a Central Park Maintenance II position.
• Approved opening and advertising for a Human Resource Manager position.
• Approved opening and advertising for a Scale Operator for the Solid Waste Department.
• Approved the promotion of Zach Olson to the Central Park Manager position.
• Approved the addition of Alexander Ames to the Volunteer Fire Department.
• Approved the hire of Schuyler Holtrop for the Senior Concessions/Front Desk Manager position for Splash Central.
• Approved the irrigation contact with Huron Country Club.
