City renews agreement for Huron Community Campus programs

HURON — On a night with a busy agenda, a notable program for the Huron community may slip under the radar. However, the Huron City Commission took the time to speak with Huron Community Campus director Doug Pietz about the two Memorandum of Understanding (MOU) documents with Northern State University regarding the undergraduate and graduate programs offered through Huron Community Campus.

The two MOUs extend the relationship between HCC and Northern State through at least 2025 and 2026, giving the programs security in the community.

Assistant city engineer Dennis Bennett presented the bid opening for the Vantage Business Park sanitary sewer construction. The project has an engineering estimate of $1,702,100. Bid opening is set for May 4 at 2 p.m.

Bennett also presented the winning bid for Bid 2021-01, the water main replacement project. The low bid was Menning Excavating, Inc. of Mitchell with a bid of $1,099,230.50. Commissioners approved this bid.

Northwestern presented an extension of the franchise agreement with the city. After discussion between representatives from Northwestern and commissioners, the first reading for the franchise agreement was deferred to April 19 so Northwestern and city attorney Tucker Volesky can clarify questions presented by the commissioners.

Two police handguns were declared surplus in order to be sold to officers who are leaving the force, former Detective Sergeant Sarah Rogers and former Detective Captain Casey Spinsby. The handguns were valued at $418.59 each. The commission extended its thanks to both officers for their years of service to the Huron Police Department.

An extended discussion ensued regarding the request by Parks and Rec to apply for a Land and Water Conservation Fund grant for Memorial Baseball Park Improvements. The grant will fund new lights at the ballpark, and it is a matching funds grant.

Commissioners questioned two representatives of the Huron Little League board present about their intention to raise funds for Memorial Baseball Park, and the commissioners discussed the shared investment into the facility by both the city and the organizations promoting baseball in the city.

HCC director Doug Pietz also presented to the commissioners a $7,367.30 recommendation from the Capital Asset Committee to do needed repairs to make the current HVAC system work. Commissioners approved this expenditure through 2nd penny.

Commissioners also:

• Corrected the transfer wage of Tahj Lark, Detective Sergeant.
• Accepted the resignation of Sonia Caban as 911 telecommunicator from the police department.
•  Approved posting and advertising for a 911 telecommunicator position for the police department.
• Approved hiring of seasonal employees for Splash Central and the Parks & Rec department.

The city commission also approved April 11-17 as National Public Safety Telecommunicators Week.
