City revises sump pump ordinance

HURON — Sump pumps would not be allowed to discharge into the sanitary sewer system except from Nov. 1 to the following April 1 under an ordinance being proposed by the City Commission.
The board gave first reading on Monday and set second and final reading for next week.
Those installing a sump pump would also be required to pay a building permit fee of $10 in a resolution adopted by the commission.
Allowing sump pump water to be diverted to the sanitary sewer during the six winter months will minimize and prevent freezing conditions, according to ordinance language.
Discharging to the sanitary sewer would also be allowed at other times as authorized by the city engineer.
Meanwhile, commissioners had another lengthy discussion on one component of a variance request filed by Greater Huron Development Corporation regarding front and rear yard setbacks, lot frontages and two-family homes in the Southtown Addition.
The board had deferred a decision after last week’s initial discussion so that some issues could be clarified.
After an initial request for 20-foot front yard setbacks where code requires 25 to 30 feet, GHDC came back with a compromise that would mean 25-foot setbacks on six of the lots, 22.5-foot setbacks on seven of the lots and 20-foot setbacks on the remaining 43 lots in the development.
In the motion to approve the compromise, commissioners said there would have to be at least 25 feet between the face of the garage and the edge of the sidewalk so large vehicles could be parked in the driveway without hanging over the sidewalk.

One of the goals is to have decent sized back yards for families and to make the lots saleable.
Todd Smith, a Huron contractor, once again voiced opposition to 20-foot front yard setbacks, saying the city had had 25- and 30-foot setbacks for years.
Back yards are large enough with 25-foot front yard setbacks, he said, and he said 20-foot yard setbacks would pose a safety hazard. He maintains that vehicles would also be blocking sidewalks. Problems with snow removal is another issue.
Also approved in separate motions for lots at Southtown were variances to allow 90-foot lot frontages where code requires a minimum of 100 feet and would allow two-family homes where code only allows a single-family home.
Commissioners also:
• Heard a presentation from Tanya Miller, an engineer with Banner in Sioux Falls, regarding an upcoming wastewater system improvement project.
The city is proposing to construct a new sequencing batch reactor system and complete wastewater pretreatment improvements.
Total project cost is estimated at $14.9 million. The city is applying for funding from the state.
• Approved a request for a raffle by Huron Elks No. 444 for Sept. 28.
• Set July 29 as the public hearing date for 2019-2020 retail on-off sale malt beverage and South Dakota Farm Wine licenses filed by Double-Up Casino, 2111 Dakota Ave. S.
• Set July 29 as the public hearing date for an annexation petition filed by the city and Greater Huron Development Corporation for Vantage Business Park.
Commissioners also gave first reading of an ordinance to rezone 27 acres in the northeast portion of the park, which is located on the east side of Huron, from general business to general industrial.
• Approved requests for alcoholic beverage consumption in a public area filed by Ashley-Kingdon-Reese for a block party Aug. 3 at First Street and Nicollet Avenue, Trussbilt for a company picnic Aug. 10 at Central Park Voorhees Shelter, Nancy Pineda for a birthday party Aug. 17 at the Nordby Exhibit Hall and Michelle Jimenez for a baby shower Aug. 28 at Prospect Park Glide and Slide Shelter.
• Approved the regular status of Andrea Hofer, 911 telecommunicator on completion of her probation and accepted the resignation of Jeremy James as a reserve police officer.
• Approved a $226,943 progress payment to Hydro-Klean LLC for sanitary sewer main lining.
• Approved the transfer of a 2019 retail on-sale liquor license from Scoreboard Bar and Grill, Scoreboard JSLL Inc., 56 Third St. S.E., to Scoreboard Bar and Grill, Scoreboard JMKH LLC, at the same address.
