City to expand emergency routes for snow removal

HURON — Two stretches of streets in north Huron are being acknowledged in the city ordinance as emergency routes for snow removal.
City commissioners Monday gave first reading of an ordinance to add Seventh Street Northeast, between Dakota and Beach avenues, and Utah Avenue Northeast, between Seventh and Fourth streets.
Second and final reading is scheduled for next week.
Those sections have signage indicating they are snow emergency routes, but weren’t included in the city ordinance.
Meanwhile, commissioners acted on a recommendation from the planning commission to change the name of U Avenue in the West Industrial Park to Union Avenue.
Planning commissioners considered a number of alternatives last week after David McGirr, president and chief executive officer of Greater Huron Development Corporation, said the name U Avenue has been confusing visitors and delivery drivers attempting to locate the street.
Union Avenue N.W./S.W. is the roadway running north and south and located midway between Rushmore Avenue N.W./N.E. and West Park Avenue N.E./N.W., with the north end of the street at Old Highway 14 N.E. and the south end at Third Street S.W.
The city’s new public works building under construction and a planned GHDC speculative building will be located on Union Avenue.

Commissioners also:
• Approved requests for raffles filed by the South Dakota Elks Association and South Dakota Elks Major Project Inc. for May 5, and by American Legion Post 7 for May 28.
• Authorized the mayor to sign the annual loan renewal with the National Museum of the U.S. Air Force for the aircraft display at 76 15th St. N.W.
• Authorized the mayor to sign the equipment lease renewal with Greener Links.
• Authorized the mayor to sign the irrigation contract renewal with the Huron Country Club.
• Approved a special event on-sale alcoholic beverage license filed by the South Dakota State Fair for the Nordby Exhibit Hall during the Heartland Pool Tournament April 6-8.
• Approved a parade permit and police escort request filed by the State Fair for Wheel Jam on June 2.
• Accepted the retirement resignation of volunteer firefighter John Coughlin after 42 years of service.
• Accepted the retirement resignation of Dennis Uphoff from the parks and recreation department after 27 years with the city.
• Approved an addendum to the bid package for a 24th Street Southeast paving project to add paving on the Kansas Court S.E. cul-de-sac. Greater Huron Development Corporation asked that it be added to hopefully get a better price. The city will then be repaid for the cost.
Bids will be opened next Monday.
• Approved a material purchase agreement for recyclables with Millennium Recycling Inc. of Sioux Falls, a new recycling partner for the city.
• Approved a request from the Beadle County chapter of the Izaak Walton League of America for use of the old trap range for a youth trap shooting program.
The 4-H Shooting Sports program will be held one evening each week in June, July and August. About 20 youngsters are interested in participating.
• Authorized the purchase of a used 1974 chip spreader off an online auction for a maximum of $5,000.
