Commission hears numbers from citywide cleanup

HURON ­— The Huron City Commission heard from Solid Waste Superintendent Dale Fortin during the public forum section of the meeting, addressing the totals from the citywide cleanup.

The cleanup utilized four drop sites on four Tuesday/Wednesday combinations to give Huron residents a central location each week to drop off rubble and metal. Residents also were encouraged to bring loads out to the rubble site.

In total, according to data presented by Fortin, 296 loads were received from the four sites, comprising 6.41 tons of metal and 16.79 tons of rubble.

Fortin also noted that on the Day of Caring Aug. 13, participants could pre-register with the United Way to have debris removed from their property. He stated that 41 people participated in the pickup, which added an additional four tons of rubble and 1,700 pounds of metal along with 1.2 tons of tree debris.

Commissioner Shawn Harvey also spoke during public forum to inform residents about the expansion of the work on Dakota Ave., which will begin this week. Harvey also observed that new road will begin to be poured in the first section of the project, from Market St. to Third St.

Payments were approved by the commission to HK Solutions for sewer main lining in the amount of $19,546.36 and to Menning Excavating for water main replacement for $152,061.36. A construction change order was also approved for an increase of $21,400 due to additional work that was needed. City engineer Brett Runge explained that due to the age of the area, unexpected work needed to be done to remove a junction box and replace a sewer manhole.

A raffle to be hosted by the Huron Area Quilt Guild was approved to run from Sept. 12 to Dec. 7.

Two plats were approved by the commission as city planner Barry Cranston explained that the first plat allowed for the sale of a parcel that created the need for the second plat on land in the joint jurisdictional area.

An agreement with the South Dakota State Fair to contract Huron city equipment and staff to remove garbage during the fair was approved, as was an agreement to work with the Department of Transportation office of air, rail and transit for potential funding at the Huron Regional Airport.

Runge presented to the commission the request for dues in the amount of $2,115.42 from Dakota Mainstem Water System.

Runge explained that the group is currently doing a study for the area to potentially provide additional sources of water that the city could utilize. He referenced the Lewis & Clark water system project in the southeastern part of the state that took nearly 20 years before it was operational and stated that the city will be judicious about participating once the initial study is completed.

This was approved.

Commissioner Rich Bragg announced that the solid waste facility would be closed on Saturday, Aug. 31 and Monday, Sept. 2 for the Labor Day holiday with all Monday trash and recycling collections to be done on Wednesday, Sept. 4.

The commission adjourned from public meeting and met in a work session to discuss the 2025 budget.
