Huron Housing and Redevelopment Authority provides assistance to local renters

HURON The Huron Housing and Redevelopment Authority gave their semiannual update to communicate to the city updates with their agency Wednesday, July 23.

We are currently serving roughly 168 families on the Housing Choice Voucher Program (HCV). Said Executive Director of Huron Housing Authority Amy Fullerton. This program provided rental assistance to families that qualify, paying roughly $760,000 to landlords in our community in the year 2024.

The Huron Housing and Redevelopment Authorities mission is to create and promote decent, safe, and sanitary housing for the citizens in the community. With that goal they administer several different programs.

The Redevelopment Commission was created by the City of Huron in 1969 to address the housing needs of the citizens of the city of Huron and Beadle County. As a result, they are supported by the city but privately managed and derive their tax exempt and non-profit status from that designation. Another program they administer is the Security Deposit Grant Assistance Program.

Every year we apply for grant funds through South Dakota Housing in Pierre to administer the Security Deposit Assistance Program, explained Fullerton. This program assists eligible applicants in paying the security deposit on their rental unit, which is often a huge barrier to low-income residents finding a home.

Huron Housing has five properties, which include 142 units. Currently Field Estates, a fair market rent property, has one vacancy. Bluebird, a Rural Development Property where the rent is based on income, no vacancies.

Manor Apartments and Donnie Wahl Apartments are supportive housing properties, and they currently have two vacancies. Lampe Estates is another fair market property which is under contract to be sold and has no vacancies. The sale will take place in the month of August.

The grant we were awarded from South Dakota Housing Development Authority for 2025 was $210,000, said Fullerton. This program helps homeowners who qualify to make needed repairs on their home, she added.

Huron Housing applied for a grant through the South Dakota Housing Development Authority; a program which helps homeowners who qualify to make needed repairs on their home. Each project can utilize up to $35,000 for the repairs on items such as shingles, furnaces, siding, windows, general electrical, plumbing, painting, and foundation repair.

Another program they offer is the Security Deposit Assistance Program. So far, they have been able to help with 18 security deposits for a total of $1,028, which leaves $11,972 of their awarded $25,000 for 2025. This is open to anyone who qualifies in at least one category and income.

Each year the need for Section 8 housing goes up. The HAP total cost for May was $68,419 and June was $67,827. There were 176 vouchers leased in May and 172 leased in June. Their last call-in was 25 on November 22, 2024. They are currently not doing call-ins, absorbing port-ins, port-outs that are billing due to advice from HUD. They are still accepting applications and currently have 156 on the waiting list. With the cost of living continuing to increase, community members need the assistance in order to live, said Fullerton.

The Housing Rehab Program is currently seeking a Housing Rehab Specialist. Any interested applicants can find the job description on Indeed. This program helps homeowners who qualify to make needed repairs on their home.
