HURON The Huron City Commission during regular meeting on Monday night approved four plats presented to the board for future development consideration.
The first approved plat was the platting of the Broadland Creek Second Addition for future residential development. A similar plat was approved at the Lake Heights Addition for residential development.
A plat filed by Orville Chenoweth for dedication of right of way would potentially allow the city to extend Rushmore Ave. in the future. Finally, a plat was approved for Greater Huron Development Corporation to join lots one and two in the Vantage Business Park Addition for future business consideration.
The meeting began with a pair of public forum items. Commissioner Drew Weinreis recognized National Police Week, May 13-19, and read the names of the three Huron officers that have lost their lives in the line of duty.
The second public forum item was declaring May 13 as Dee Jones Day in Huron to recognize her 31 years of volunteerism.
City engineer Brett Runge presented five items to the commission. The first two were in regard to the milling and overlay in the city done this spring, first approving a change order of $139,455.25 due to extra work completed. The related payment request was to Asphalt Paving for the overall amount of $977,994.93. Runge noted that this completes the mill and overlay for the year.
The next two items were also related to one another, as two Bridge Improvement Grant (BIG) amendments were approved for the two BIG awards that are being utilized as part of the 3rd Street Bridge project.
Finally, Runge presented a bid for the water main replacement project to be awarded to Menning Excavation Inc. in the amount of $3,825,057.91. The work will have a completion date of October of 2026 and is eligible for reimbursement with American Rescue Plan Act funds. Runge explained that allowing contractors to use until 2026 likely saved the city in the range of one million dollars as 2024 calendars are mostly full and contractors would have charged additional fees for expedience of the project. This was approved.
Commissioners also:
– Approved a raffle by the South Dakota American Legion Auxiliary from June 20, 2024 to June 20, 2025, at the Crossroads.
– Approved the appointment of Curtis Loesch to the Board of Historic Preservation.
– Approved the hire of Rebekah Htoo as a police officer.
– Approved the hire of Pywe Moo as a police officer.
– Approved the full-time status of Brittany Layher, accounting technician in the finance office after completing probationary period.
– Approved reclassifying two seasonal employees and hire of four other seasonal employees.
– Approved the second reading of Ordinance 2260 regarding changes to the home occupation ordinance.
– Approved the first reading of Ordinance No. 2259-15-25 regarding street names and set the second reading for May 20.
– Approved the renewal of on-off sale malt beverage and South Dakota Farm Wine licenses for 2024-2025.
The solid waste department alerted residents that the solid waste site will be closed on Monday, May 27, for Memorial Day and Mondays pickup will be moved to Wednesday, May 29. The department also made the community aware that trucks will be headed out earlier in summer months, so getting bins out the night before is recommended.
The commission held a work session regarding the kickoff of the downtown project and then concluded the meeting with a contractual executive session.
